In contrast, the perimeter of the city has suffered, as anonymous suburban developments have covered former agricultural land, now stretching beyond the border of Jefferson County into Oldham and Bullitt Counties. Louisville has a marvelous tradition of suburban housing, largely from the first generation of suburbs: neighborhoods in Crescent Hill, Lakeside, St. Matthews, and other former municipalities should be models for these new developments, but they are not. One of the biggest missed opportunities of recent years was the attempt to bring a new urbanist development called Norton Commons to the former WAVE-TV farm on the Jefferson-Oldham County border.

The original Louis & Henry master plan called for a formal entrance through a garden on the north side of the building stretching to Broadway. To make room for the garden, the main building of the WeissingerGaulbert Apartments (1903) was razed in 1963. However, the formal garden never materialized, and the space remains an asphaltcovered parking lot. The Highland Branch (1000 Cherokee Road) was the first of the Carnegie libraries completed in Louisville and one of the first branches erected south of the Ohio River.

As a result, they were able to work with Mayor Jerry E. Abramson to establish the Louisville Olmsted Parks Conservancy in 1989. A private, nonprofit partner dedicated to renewing the Olmsted parks LOUISVILLE GU I D E system, the Conservancy provided planning and design expertise, raised funds, and involved the community through volunteer programs and projects. When master planning began in 1991, the parks were in a state of great disrepair: infrastructure had collapsed, natural systems were threatened, and the community was disconnected from its parks.
