CHAPTER TWO Analyzing race and elections in British politics: some conceptual and theoretical concerns Shamit Saggar “I am a professional businessman, not a professional Pakistani you fool. I make money, not gestures”. (My Beautiful Launderette, 1985) INTRODUCTION In the late 1990s it is commonplace to hear suggestions that ethnic minority1 political participation, whatever the advances of recent years, still lags behind the standards expected of a mature industrial democracy.

Much hangs on the reading of the data though, in general, it is reasonably clear that ethnic minorities are not exclusively obsessed with such an agenda. Whether these voters interpret ethnic-based channels of political action and policy influence as an opportunity or as patronizing and burdensome is a debatable question. It is also a question worthy of extended empirical research in the future.

In fact it is not so much the ethnic identity of ethnic minorities that is the subject of attention but, rather, the assumption on the part of politicians that racism and race relations are what count above all else for non-white voters. As we have already seen, this assumption is ill-founded since, according to available, albeit patchy, survey research, ethnic minorities do not as a rule prioritize a race agenda over other concerns. The upshot of this is that it has become increasingly difficult for ethnic minorities to participate in local and national politics without reference to a) their ethnic identity, and b) the wider meaning given to their ethnicity in British politics and society.
