Second, the choice of interdisciplinary problems inevitably leads to highly specialized research topics. One could describe this organizational discourse as having two layers: on the descriptive level, interdisciplinarity is tantamount to innovation and means the synthesis or combination of different fields; on the operational level, interdisciplinarity means differentiation, the definition of specialized topics between fields. The fact that synthesis and differentiation exist side by side in the organization of innovative research may seem paradoxical, but in fact it is not.

Instrumental discourse has not rendered IDR central to the academy. Yet, problem complexity, economic competition, costs of instrumentation and facilities, the desire to transfer knowledge rapidly to application, and the interchange of applied and basic research have heightened the legitimacy of hybrid organization and modes of knowledge production. As new 'technostructures' intersect with traditional university departments, new commercial strategies are accompanied by changes in organizational values, structure, culture, and intertextuality of scientific discourses with elements of public political discourse and popular discourse (Stehr and Ericson 1992: 196).

The Unity of Interdisciplinarity and Specialization Among the various accounts of new modes of knowledge production or 'post-normal science' one finds a common topos: claims of inter- or transdisciplinary forms of research are supported by moral enthusiasm. It is indicative that the authors of the transdisciplinarity, post-normal, post-modern, and Mode 2 schemes are oscillating between empirical and normative statements; for example, Funtowicz and Ravetz speak of their 'model for scientific knowledge,' and the 'philosophical core of our programme' (Funtowicz and Ravetz 1993: 121).
