As well intentioned as many of the militias were, and in many cases movingly so, it was unlikely that the Republican army based on decentralized militias could match the professionals of the Army of Africa, the Spanish Foreign Legion and the units of the Moroccan regulars who comprised the Nationalist armed forces, not to mention the Falangist, Carlist and CEDA militias. On the battlefield, and in logistics and supply, Nationalist Spain functioned as a system geared to the military. The Republic, too, was totally submerged by the war but it remained a state with a civilian government that was in command of the armed forces, though for the first few months government authority was displaced by local committees, militias and trade unions.

In 1938, the superiority of Nationalist sources of armaments began to tell while the Republic was faced with increasing shortages of supplies. Teruel had been in Nationalist hands but was retaken by Republican THEHISTORICALCONTEXT 39 forces in a punishing effort in December 1937. The fighting took place in appalling conditions with many soldiers freezing to death as temperatures fell to -20°C. Franco retook Teruel in February 1938 and by August his troops had pushed across Aragon to reach the coast above Valencia.

Jose Antonio's demise removed a charismatic leader who would have been the obvious contender to head the civilian state in a New Spain, with Franco commanding the armed forces. When Franco summarily dissolved all political organizations in April 1937 and formed them under his own command into the single 'Glorious National Movement', Palange Espanola Tradicionalista y de las juntas de Ofensiva Nacional-Sindicalista, he arrested Manuel Hedilla, Jose Antonio's successor, and kept him under sentence of death until 1946, when he was released.
