This harsh tactic alienated a sizable portion of the black population and hurt recruitment in the Islands for some time to come. In forming his regiment, Hunter had “said that he had organized no ‘fugitive slaves,’ but that he had, however, organized ‘a fine regiment of persons whose late masters are “fugitive rebels,” ’ ” Benjamin Quarles noted.
