In some cases, an important part of the support for a program may come not from those who receive the benefits but rather from those who supply the inputs. For example, the influence of the farm lobby and the need to distribute excess farm commodities have always driven United States food programs, both domestic and international (see Atkinson 1991, Ballenger and Harold 1991, and Hopkins 1988). In such cases, the interests of the supplier lobby, either alone or in combination with the beneficiary lobby, may be sufficient to sustain the program.
Thus, it might have been viewed as something of a stepchild by the incoming government of the opposition party. Moreover, its very newness implies that the beneficiaries may not have had time to consider the program to be part of their "rights" under the basic social contract. This presumably contributed to the quiescent acceptance of the withdrawal of the program. Furthermore, the administration of the program was moved to the Ministry of Agriculture whose interest was more in food production than in household nutrition or health.
